All your points are well taken, but there is also the belief or need to FEEL that you are toiling in some humanistic avocation that benefits their secular society - such as the ones you just mentioned.

Practically speaking the government types that I have encountered that believed their paper shuffling or worse represented a higher calling or some sacred activity tend to be in the ‘law enforcement’ area and the regulatory bureaucracies.
