Putting aside the fact that we aren’t going to have a GOP President in our lifetime (assuming the GOP elite still run the party), the Executive has no authority to do that. He can do a fair amount, but it would be in Court in an instant. States would sue. It would be politically untenable. This is the short version but, well . . . can’t happen, won’t happen, and is beyond the authority of the Executive Branch.

Yeah, that’s right! This would be the equivalent of actually making people buy health insurance weather they want it or not.
