I’m not sure how the writer jumps from “15% of officers killed were off duty during the attack” to “Why would any police officer choose not to carry his gun off duty?”
What makes him think they weren’t carrying? After all, the 85% of officers who were killed ON duty were presumably carrying, and they still got killed.
You are correct. I read the summations rapidly, and at least one officer that was killed off duty returned fire.
