"The court cannot find that the father is unfit," Duncan said. "The permanent plan is reunification with the father." It sounds like the right answer. The mother has already lost custody. She is evidently a mess. If the father is fit, as the judge has ruled, then it makes sense for him to come get them and take them home. It would not make sense for them to go into foster care when they have a father who wants them.
