Reading further in the article, it says EPA has been designated (by Obama?) as the lead agency “for suspension and debarment actions.”

Besides bidding on Federal contracts, the action prevents BP from bidding on Federal leases in the Gulf of Mexico (not clear in the article whether the suspension also applies to any leases on other Federal land like BLM land in western states).

Haven't you noticed? Congress has lost all control of spending. They could suspend EPA Funding and it would not matter one hoot, EPA would just keep on rolling along, spending the taxpayer's money and making laws.
