What’s a master police officer? I’ve never even heard the term.

I have no idea, and ditto. I obtained the title from his newspaper byline at the link.
However, just for fun, I'll hazard a guess:
As a police officer is normally a "public servant", perhaps this particular police officer is a retired "public master"
In the commercial fishing business we'd call him a master baiter.
