I wonder how many people have complied only to be killed anyway - no way to tell whether they intend to kill you or if they will decide to later - I’ll take my chances by shooting first.
Well, the citizens are merely responding by redistributing their stock of precious metals, leading to redistribution of the bad guys' plasma and red and white blood cells. So as long as it's all redistributive in sort of a barter-y non-cash way, what's the problem?
