You could try looking it said prophetic role, but you won't find it unless it is in my book on the topic by the same name, as the prophecy is described there for the first time anywhere.

Yes, it is. The corruption among the sons of Shmuel as judges was because of greed; it was therefore unwillingness to heed the Torah, not inability.
