As a trainer for military police including prison response teams, I cant disagree with you more. There is a thing called muscle memory. During times of stress is is common to loose fine motor control - true. But time on the range practicing drawing, firing, clearing failures, etc does help. And a LOT of time helps a LOT. Train with stress inducing activities, and it can help a lot more.
