Truthfully, I think our Special Operations types ought to create their own Muslim movement, specializing in counter-terrorism operations.
The idea is to both cover real counter-terrorism ops with the appearance that they have been carried out by Muslims opposed to al-Qaeda and other terrorist groups; and to form a decentralized anti-al-Qaeda organization that could very well attract Muslims to the idea of fighting al-Qaeda.
In the first case, the idea that Muslims would, or could, or would want to carry out highly effective counter-terrorism operations would be a shock to many Muslims, used to being cowed by terrorist violence, extremism, and the Muslim inability to do anything right.
Next, as a decentralized organization, any Muslim who wanted to, could in effect join by carrying out attacks against not just al-Qaeda, but the Imam-instigators that encourage other Muslims to carry out terrorist acts.
This takes the fight beyond actual combatants, to the real backers of terrorism.
