No not really. A CNC mill is controlled in a very similar fashion to that of a 3d printer. The point isn’t about making it an easier process it’s about materials. In other words you don’t need steel or aluminum which most people can’t make at home.

If you manufacture the parts for a weapon on your own with no intention to sell or transfer the parts or the completed weapon, are you subject to ATF regulations? I’ve heard conflicting opinions and would like to know the answer.

Short answer: No, unless you are producing a prohibited weapon. The 9th circuit even ruled that you could legally produce machine guns for yourself, but the Supreme Court, specifically Justice Scalia, told them to retract the finding under another ruling, Gonzales v. Raich, that held that growing marijuana in your own house for your own use, was interstate commerce!
