They get a bag of rice, 2 liters of potable water, a disposable lighter and a warning. Tell no one where you got it and don't come back. Next time a bag of rice won't be what you get. Harsh but true.

Now, depending on circumstances that basic protocol could change. If they were injured, if they had screaming babies, if there were hostiles roaming the area, etc.

Different considerations would also be given for folks who have something valuable to bring to the party.

With a "minor" event like Sandy, your protocol might be acceptable. In a real SHTF scenario where society has collapsed, your protocol would not be good.

If I were hungry, I would come to your house and either use Plan A or Plan B:

Plan A: I hold my gun under my coat and collapse on the ground outside your door. My wife pounds frantically on your door and says I am injured -- can you help? Your family is about 2 minutes from dying because your protocol fails.

Plan B: My wife and I come to your door looking quite respectable and calm. Again, my gun is under my coat. My wife is sticking a pin in our baby's leg. We politely ask you for food for our hungry child. Your family is about 2 minutes from dying because your protocol fails.
