This is not always the case; if the seller is within the buyer’s state and the firearms are not crossing state lines, there is not much law or process standing in the way of a purchase/transfer.

By contrast the shooter in Oregon was early confronted by an armed person with a CCW. The citizen carrying didn’t fire as he didn’t have a clear shot- he saw people behind the shooter, and a miss would have endangered them. But he took cover behind a pier, and aimed at the shooter. The shooter spazed a bit with his rifle (Rack-tap-slap) and eventually shot himself. Body count (not including the shooter) was limited to 2.
In Ct. no CCW, no way to limit the body count.
Every teacher should be trained and equipped to protect their students. If they are unable or refuse, they should get another job.

if it’s a private sale they have to meet in person, generaly, because average folks can’ t mail handguns or long guns without an ffl.
