Twenty years ago, maybe.
Today, not so much.
And passing legislation is one thing; enforcing it is another.
Murder is illegal.
As is posession of many plant products.
The IRA is said by some to have never had more than 200 active/working members. They kept Northern Ireland in turmoil for decades.
