(1) It galled the old-time communists of the 20's and 30's that they could make very little headway with Negroes, whom they considered America's natural "proletariat."
(2) It galled the Democrat Party that they could not sweep the Negro vote during that very same era.
Working together, it was decided in the Roosevelt Admninistrations to continue the welfare programs originally designed to help "everyone," but not to promote the WPA "work" provisions to the Negroes. In postwar America, the Welfare portion continued, even as the economic lot of the Negroes was slow to improve. But their conversion to the Democrat Party was well underway. Ironic, because it was the Democrat Party that kept segregation alive in the South.
Now, the Democrat Party, in its Socialist/Marxist/and yes Communist leadership, is merely trying to take more of the white population down the same path.
Guess what, it's working. Since the Negro underclass has proven difficult to lift up, it has been decided that the way to make Whites and Negroes more equal is to make the white population poorer ... and also the lower-class Negro lifestyle and culture is rapidly being adopted by lower-class whites... Selling the idea of class warfare has been shockingly easy!

Don’t kid yourself; the underclass of both groups is being displaced by Hispanics imported for that express purpose. I live in a town with plenty of white trash, across a river from Newark NJ with a large black underclass; both of them are being pushed aside by Hispanics in housing, the workforce, and political office. Welfare reform is having the desired effect; Hispanics replaced blacks as our largest minority group 10 years earlier than projected (by 2000 rather than 2010), and they will replace whites as the majority faster than expected as well (the date has already been moved up from 2050 to 2043, and even that earlier date is floated out there to prevent panic or political retribution against the powers that are overseeing this).
Pass through any maternity ward, or by any schoolyard/playground, and you’ll see that 80% of the children are Hispanic or Asian; on the other hand the 85 year-old driver doing 35 mph in the fast lane is always white...
