When I lived in Connecticut some time ago we elected a staunch conservative to Congress by the name of Gary Franks.

How staunch a conservative was he? Well, to prove idealogy trumps race, he was elected by in a district that was only 2% black.
Yes, he is black and elected by essentially a white populace.
