As to a), that alas could be said to the families of thousands of murder victims every year. But FReepers are supposed to be more rational than to create laws and bureaucracies on an emotional response.
I do agree that a volunteer civil defense network would be valuable and is sorely needed. You saw how much reliance upon the feds, Red Cross, etc., eroded basic neighborhood efforts during and after Sandy.

Your opinions, Mr Steele and your actions while head of the RNC are the very reasons why I NEVER did contribute a single dime during your reign there.
You set the table for that action on my prt to be a permanent situation.
For all those in power in the USA who have bodyguards, live in gated communities, or have multiple doors and a doorman to pass thru to get to your abode—shame on you.
Those of us who are left to take care of ourselves believe in the 2nd Amendment. You will trigger more trouble if you continue to batter us over our right to bear arms.
