See, there are a set of laws for people who send their kids to Sidwell school and another set of laws for those who send their kids to schools like Sandy Hook.
Comrades, people like Howdy Doody are beyond laws like § 7-2506.01. “(b) No person in the District shall possess, sell, or transfer any large capacity ammunition feeding device regardless of whether the device is attached to a firearm.”
Furthermore, people like the Doodys never worry about their kids because they have armed guards at their school merely as a prudent precaution. But guns have no place in public schools.
And Howdy has the brazen temerity to make this argument with a straight, albeit foolish, face.

It is a magazine. Clips do not have springs in them to feed the rounds into the action.
Assuming the one that he had was not a dummy, he is in violation of the law.
I never heard of anyone making dummy magazines. They aren't all that dangerous, after all. They'd be also pretty expensive due to low demand.
But if anyone would have built a dummy magazine it would be differently colored. Dummy firearms are blue; dummy rounds are bright orange or dark red. The one in the photo is of the most standard "gun black" color, probably due to one of common passivation processes like bluing.
Actually, Rings Blue Guns makes dummy magazines for training purposes, but they are blue (and expensive). So David Gregory proved that the laws banning the possesion of high capacity magazines do not work. He violated three of them on the way to work.
