The way to eviscerate EPA is quite simple ~ their most egregious acts have been taken through litigation of regulatory processes that, themselves, are based on laws with no relevance whatsoever to those processes.

That's what happened when they prohibited oil skimming after the Gulf blow out. Their rulings applied to ships' scullery oil. The regulations behind that applied to toilets onboard small boats. The law behind that applied to boaters dropping trou within site of beachside communities.

There are a series of requests by such communities for the gub'mnt to use its authority to control the trou droppers.

Track down those requests and have them rescinded by the beachside communities ~ almost all of whom have Republican government ~ and those rules have no more reason for existing.
