Well, hell, it’s only right. Don’t we have a fully Board Certified physician on duty in every school? Or do we just train people for CPR? Duh.

Counter-surveillance should be one aspect of these armed guards training. It would expose the "psycho" before he can actually go through with his plan, and would be the safest way to actually catch them.
