You have to ‘think’ (I know redundant) like a Lib.
In order to keep people from stealing just GIVE one to everybody, plus jackets, shoes, groceries, gas etc then there will be absolutely no need to steal.
Though I think the ‘Gangster Element’ will find sufficient reason to continue their activites.
