PHILADELPHIA Like many public schools here, University City High School is underused, underfinanced and underperforming.
Nearly 80 percent of its 11th-grade students read below grade level in statewide tests this year, while 85 percent failed to make the grade in math. Last year, about only a quarter of its students participated in precollege testing like the SAT.
Largely because of the lure of local charter schools, the school is one-quarter full, with fewer than 600 students for its nearly 2,200 seats. It needs major work on its infrastructure, including lighting and heating systems, that would cost an estimated $30 million.

This article is an EXCELLENT example of why the Dems will fold in the Fiscal Cliff talks. The people there are FULLY EXPECTING their handouts, and if Obama doesn’t put an end to this game, and quickly, they will be MAD, VERY MAD. Obama is HANDCUFFED by the spending restraints that are part of the fiscal cliff, he will not allow that to continue, AT ANY COST.
I can only imagine a world where a school is the first and only place one encounters books.

Out country’s progress is inversely proportional to the sum of the number of public schools plus the cube of NEA members.
In most of these urban schools learning has nothing to do with it. It's all about having a place to warehouse kids and at least keep them off the street for most of the day. If some kids end up learning the alphabet and basic arithmetic by the time they "graduate", then that's just a helpful by-product. In any event, they all come out perfect Democrats.

I've been teaching in an urban Philadelphia parochial high school. Most of the students are coming from the Phila public or charter schools. In most cases, their literacy and academic skills are an absolute disgrace. Most are incapable of passing a grade-level test. Weak foundations, social promotion, political correctness, and bad choices have undermined these children's future.
We should welcome this as great news. The teacher’s union-controlled “schools” are being deserted in droves by students in favor of better options.
