Let me ask you this; 1) do you think the Republicans will make substantial and meaningful budget cuts in exchange for raising the debt ceiling or 2) do you believe they will give this administration a raise in the debt ceiling in exchange for virtually nothing? If you chose door #2 then you will understand what “cave” means.
