The Constitution does not authorize Congress to interpret or define the term natural born citizen. Consequently, Congress cannot make a determination as to eligibility of a Presidental candidate or President-elect to serve and take the oath of office.
Only the Judicial Branch of government can interpret and define the Constitution or legislation.
