He seems to not understand how laws are supposed to be passed.

In particular, the power to tax comes from Congress, not the Executive branch.

Obama didn't simply give anything. There's a complex law underlying the federal employee salary structure that includes regular cost of living increases, or, alternatively decreases.

The Present and Congers share authority under the law and can bring it to a big screeching halt any time they wish.
