CHICAGO -- Police officers in a Chicago suburb may be in line for $500 bonuses as a reward for a murder-free 2012.
With a 3-0 vote, the city of Aurora's finance committee on Tuesday approved the plan, which is expected to cost about $144,500.

This presupposes that police and policing has an effect on the murder rate. Police are, in general, armed revenue agents. They do not deter crime unless they happen to be standing there when the perpetrator is about to commit one. Then, the perpetrator just waits for the police to leave. Police are a reactive force, not a preventive force. A better approach would be to arm all the citizens and train them when and how to use their weapons. THAT would deter crime.
How exactly do cops stop murder? Are they psychic?
Paying someone a bonus if they stop an act committed by another? Sure. Good luck with that. Common sense is fleeing out the window ever more rapidly as our thoughts become influenced more and more by an insane left.
Geeez, that’s like an Insurance Company giving you a policy for $1 that pays 5 Million if you reached the age of 150.
For the most part, police can’t stop, or prevent murders. They are only good for investigating them after the fact.
No free society wants to put their police in the posture of PREVENTING crimes, unless they want to live in a police state.

I call them janitors. They arrive *after-the-fact* and fill out the paperwork, so the crime scene can be cleaned-up.
Well, there were no murders in 2012 in that suburb but it seems silly to hinge a bonus on no murders for 2013. Can’t we just hire qualified people to do a good job at a fair wage, and stop all this bonus stuff which may or may not — I really don’t know — impact on the quality of the police work?

A little oversimplified I submit but a good point. The police are still a deterrent to the extent that some people may not commit crimes even out of the presence of law enforcement for fear that the crime will get solved and they’ll end up in jail. But I absolutely agree with you that armed citizens on-the-spot is a more powerful and immediate deterrent.
Looks like a lot of Chicagoans are going to commit suicide.
