Frankly I would research history and adapt modern day technology based upon how Genghis Khan invaded Europe.
Even the Nazi invasion of Poland has very good blitzkrieg strategies.
There is some wisdom in their plan.
Individual citizens operating on their own can be taken out one at a time.
To have a chance in a SHTF moment, neighborhoods are going to need to develop coordination, structure, communication, logistics, boundaries, ID, etc.
