An on-again, off-again move by the Obama administration to scrap the federal gas tax in favor of a pay-per-mile fee would boost the tab to Americans as high as 250 percent, raising their current tax of 18.4 cents a gallon to as high as 46 cents, according to a new government study.

But without a tax increase, said the Government Accountability Office study, the government's highway fund is going to go dry. One reason the fund is going broke: President Obama's push for fuel efficient cars has resulted in better mileage, and fewer stops at the pump.

The GAO study is just the latest review of federal spending that paints a grim picture of the nation's infrastructure. Just keeping spending at current levels, the GAO said, would require a near doubling of the gas tax to 32 cents a gallon, and that would jump to as high as 46 cents should the federal government add spending to fix crumbling infrastructure and build new roads.

These people are amazing. Regression analysis accurately predicts THE PAST. Raise taxes via a per mile basis? Watch the people change. Of course, we’re not supposed to be able to drive around freely, according to Agenda 21.

Or they could just get rid of CAFE requirements, open all federal lands back up for oil drilling and simply raise the gas tax.

The Obamareich wants nothing more than to put a GPS tracker in every car. The tax is just a cover for their real purpose.

They want a way to track the serfs as the go about their business.

There’s much they can learn. They will know where you go, when you go, and how fast you get there. They will know if you spend too much time at the target range, or if you attend Tea Party events. They will know where you work, and will correlate that with your tax returns. They will know who you associate with.

This is not a good thing.

Obama spent $1 trillion on a federal “stimulus”, most of which was supposed to go to infrastructure improvements (shovel-ready jobs).

The reality is that municipalities took this federal money and used it on projects that already had a source of funding. The displaced money was used to bolster government worker pension funds.

Result: few new projects were funded. We’re out $1T and almost nothing changed.

This is just another scheme to funnel money to under-funded union pensions, so that unions can continue to funnel money to the Democrats.

Approve nothing, unless it is designated for a specific and necessary infrastructure project.

So the poor sap who has to drive a cab for a living is going to get dinged while the ultra-rich Democrat living in walkable Manhattan pays next to nothing. The idiots who believe that Obama cares about the average working class family are in for a rude awakening. He cares about the special interests who support him (select parts of big business, unionsj, media and hollywood) and the welfare classes, who he can exploit to his benefit. Those who work for a living are going to get screwed from the guy making $20,000 per year to the guy making $2 million. Obama knows there’s not enough money taxing the so-called rich. A broad based consumption tax is the way to get money from everyone. As in Canada, they’ll give a rebate to the welfare class, but everyone else will pay.

I have an idea. Quit spending millions on expensive signs at the side of roads reminding us that they’re spending stimulus dollars. $1 goes for potholes, $5 for spending signs, and $4 for administrative overhead of every $10. Gee, Obama is smart (not). Skip the signs that pat you on the back, spend every dollar fixing the damn road.

They tell us to stop smoking as it hurts all tax payers in health care costs. So we quit and they compplain about not having enough tax revs for state funded health care

They tell us to stop driving gas guzzlers. Love Mother Earth. So we do and drive eco cars. Then they complain because there isn’t enough tax money for the highways.

At age 62, I am a few years away from the end. And that will take care of the population problem. But after I go, they will complain that I am no longer paying taxes.

You can’t win !

The simplest way to administer this would be to have the fees collected in arrears during the annual vehicle inspection, when the odometer reading is noted down. States that don’t require a vehicle inspection would probably need to set one up. Maybe they’ll arrange to split the fees over 12 months so as to minimize the immediate hit to the wallet.

The Highway Trust fund gets robbed on every project. First are the union prevailing wage requirements, then sales tax paid to the state on all the expenses, then impact fees used to send money to the communities along the route..it goes on.
The tax per gallon method is the fairest way to charge for the highways..bigger, heavier more powerfull pay more. Just think how many bureaucrats it would take to install, monitor, police, bill and otherwise administer a system that tracked every vehicle in the US?

What scares me is how many GOP will jump on board? You can bet the usual PhonyCons (McCain, Graham, Rubio) will back Obama and Dems on this

Problem with mileage taxes is people using the roads traveling through and tourists pay nothing. Otherwise, it would be more fair than the gas tax, where as someone driving a Corvette, pays double what someone driving a Prius despite costing road maintenance no more.

Revenue is decreasing because usage is decreasing - because so many people are out of work, are under employed, fuel costs are so high - it has nothing to do with Obama’s efforts to legislate better gas mileage.

The problem is Obama actually believes his own BS.

A broad based consumption tax is the way to get money from everyone. As in Canada, they’ll give a rebate to the welfare class, but everyone else will pay.

To everyone who thinks a flat tax or V.A.T. would make everybody "have some skin in the game". Liberals are always going to see to it that the entitlement crowd will never have to pay a net tax and will always receive a "refund" whether they ever pay in a dime or not.

They will find a way to tax you even if you walk or ride a bike once they enforce a per mile tax on your person. Wait until the GPS chip is implanted. Sure sounds nutty, but after the crap recently, not so crazy anymore.

Good let it go dry. There is no need for any gas taxes. I don’t accept their premise. The feds already get plenty in taxes that should be spent on roads, defense and essential services instead of entitlements and giveaways.

Surely you aren't serious. The "inspection" fee is nothing more than another tax. We finally got rid of it in Oklahoma and guess what, we haven't had a rash of deadly vehicles running people down or careening out of control. Not one accident that I can think of over the last few years has been because of failure of some system due to failure to maintain. There have, however, been some due to system failures that resulted in recalls. The whole thing is and was a farce so let's not go there again.

This proposal is just a way to track individuals, how is it any different in generating income to the government from simply raising the tax on gasoline? I'll tell you what it does for the oppressive regime we have: it will tell them how much you drive, where you drive and it will try to control your movement. Do you really want that? Because that is what it is really about.

I doubt a mere odometer inspection could tell them all that. I prefer the present system, because it's a no-brainer, but was simply speculating about how they'd collect a mileage tax. I suspect it's stillborn, but if they implemented it, I think collection would involve the path of least resistance (in terms of cost and legislative opposition), meaning an annual odometer reading.

How will that cover all of the alternate means of transportation? Here in WA they bring up a bike tax once in awhile. It would make more sense to implant a GPS chip in your body, with everyone having a unique number. Combine it with a universal credit card too so you could buy and sell things. I might be a good idea to tattoo your number on your arm so you don’t forget it.

I’m trying but not following your reasoning. How would people traveling thru or tourists pay nothing. If it’s a charge per mile driven they would be charged. However, it’s not about raising tax dollars anyway, it’s about tracking your movements, don’t fall for the fake.

The "sensible" thing to do is GET THE FEDERAL GOVERNMENT OUT OF THE HIGHWAY BUSINESS and leave it to the states where it belongs.

Tax per mile? No Problem!

Just take the Subway, the EL, Amtrak, BART, MTA or the METRO!

These new taxes will only affect those bitter clingers in flyover country. Truck drivers, road warriors, construction workers moving from project to project, college students going home on break, servicemen on leave, vacationers taking the family to visit the sunbelt or our national parks.

No problems at all with taxing by the mile...

I worked for my states DOT as an intern in college (late 80s).

The amount of waste was phenomenal.

My favorite example was the wonderful, specialized, and very expensive road design computer system they showed me when I started. It was turned off. Nobody knew how to use it and there was no funding for a specialized “body” to sit there and operate it. So it sat, in a prominent place in the design area. A nice little monument to government waste, IMHO.

I didn’t know much about computers back then, but PCs were relatively new and this thing had a huge display. I’m sure it was at least a minicomputer of some sort - definitely not in the PC category. This was back when having a color VGA monitor was a pretty big deal.

I’m sure by the time someone actually turned it on and used it, it was obsolete. I wouldn’t be surprised if it was scrapped without ever having been used.

If my state of VA were to eliminate the gas tax and impose a mileage tax instead, none of the tourists that flock to Virginia Beach and Williamsburg nor military with out of state vehicles nor people passing through would pay anything. At least with the gas tax, they pay when they get gas. That was my point. Yes, I know, this particular article is a federal tax, but I am speaking in general.

I would not support anything that tracked my movement... and that would not be necessary even if there was a mileage tax. I would not support anything that wasn’t revenue neutral either, with would include this nugget in the article.

I’ve always said they will always find an excuse to confiscate more money from you, even when you do what they tell you to do.

Government: Buy hybrids, use less gas, save some money at the pump, save the planet.

Sheeple: Okay we’ll buy a premium auto with a high price because of exotic technology. And we are a smaller car that hammers the road less, and we use less gas, we’re good liberals not polluting the planet.

Government: you’re not buying enough gas, we aren’t getting enough taxes from you, we will now tax you by the mile.

Sheeple: But I spent a ton on the car and it’s smaller than other vehicles and I’m saving the planet and using less gas, but you can’t live without the few extra gallons less I use?

Government: yes. Just because you do as we say, doesn’t mean you can’t get away with not paying your fair share. You still use the roads.

Sheeple: But I can hardly haul anything in my car! It is also real dangerous to use being so small and in the winter it’s dangerous to operate.

Government: That isn’t our problem. Our problem is you aren’t paying us your fair share. If you had your old car you’d be buying more gas and paying more taxes.

Sheeple: But wasn’t that part of the whole idea you said about “saving some at the pump”?

Government: No, just saving on gas, not on the taxes we need from you.

Sheeple: but I paid a ton of money up front for the hybrid in the first place! I haven’t saved that extra amount in gas yet!

Government: Not our problem. Didn’t you get our subsidy for hybrids?

Sheeple: yes, but the car was still about 12,000 dollars more than an equivalent, high efficiency small conventional car.

Government: you’re still evading taxes by not filling up as much.

Sheeple: How am I evading taxes if I don’t physically use the gas?

Government: You are physically using the road.

Sheeple: My property taxes pay for my local roads, which are a disaster. The state and federal gas taxes pay for local, state and federal roadwork. I am not undertaxed.

Government: You cannot just use less gas but drive the same amount of miles and not be cheating the government out of money.

Sheeple: well, what if I drive less? What if I stop driving altogether? Then what?

Government: Then we will get the IRS criminal investigation division to investigate you for willful tax evasion.

Sheeple: OMG you are kidding, right?

Government: We never kid about taxes. We’re just here to help you.
