Usually it’s based on local regulations, local politics, etc. Walmart takes the temperature of the new city very thoroughly before it finally decides on the departments they can present to the public. A gun department would be accepted in Joplin, not in any city in California.

Here in the greater Tampa area some Walmarts sell guns and ammo while others do not. Those that do not are generally within a legal proximity to schools, which prevent them from doing so. Those stores sell only a limited number of hunting and shooting items, because those types of items aren’t in high demand for them, because people looking for those items go to a Walmart that sells guns and ammo. After all, you don’t have to drive very far to get to another.

I currently have one Walmart about 8 miles from me, another at about 10. And two more are in the process of going up: one about 3 miles away, the other about 10 in a different direction. All if them will be super stores.
