Not so fast - yeah, these "orders" are pretty pedestrian, but I think the overall strategy is to shift the real dirty work out of D.C. - have noticed that all the despots at state & local levels have been moving at once with the really nasty in-your-face laws. I believe that is meant to make the pro-2nd A forces, namely the NRA, have to divide up resources and burn through funds running around putting out a bunch of brush fires all over the place. This is why people at the state level need to be vigilant and quash anything hostile as hard and fast as they can.

This is no victory. It is further encroachment on your rights. The insidious nature of these edicts from the usurper-in-chief is the problem: doctors, insurance people, et al, have no business knowing what private property we own. It is setting us up in the old Soviet style: they had dissenters committed to mental institutions.
