Not sure about proving the nexus ... but when the list becomes, say, 20 burglaries, with a few associated homeowner deaths, perhaps it becomes actionable based on actual damages based on pattern.

Don’t rely on my response ... I’m an engineer, natural enemy to lawyers.
It certainly strengthens it! If they catch one burglar who admits to it, bingo. BTW, I was an EE who became a lawyer. :-)
