With these numbers I’m pretty sure the gov’t WANTED the bad guys to understand not only that they wouldn’t negotiate, but that they would assault EXACTLY as if there were NO hostages at all.
They wrote off the hostages completely, in the hopes of showing that it does NO good to take hostages in the first place.

It's really hard to have to decide to sacrifice the lives of those hostages, but I think you're right.
Chances are they were essentially dead anyway. Knowing what muslims will do to hostages, it may have been the most merciful thing to do to them.
