It seems to me that the Australians' smartest maneuver would be (1) to encourage as many smart, educated Americans, e.g. Freepers, as possible to immigrate there and (2) to cozy up to India.

Australia is an island nation. You need a big navy to get there. As long as the RAN and the USN have attack subs, it will be very hard for the PLAN to project that far.
