Politicians create jobs for bureaucrats ~ then they hire people to do those jobs. There’s actually little a bureaucrat can do about the politician. Voters can do something about the politicians.

Interestingly, some courts are now coming down on the over-reach of bureaucracies (FDA and EPA of late). Not sure how far up those decisions will hold, but it is encouraging.
