CHICAGO (CBS) – In Springfield Tuesday afternoon, the first step was taken toward allowing gun owners to carry concealed weapons on the streets of Illinois.
State Rep. Brandon Phelps (D-Harrisburg) has introduced proposed concealed carry legislation – written with the help of the National Rifle Association – in the Illinois House.
The proposal would require background checks gun owners already have to pass to get a Firearm Owner’s Identification card, as well as still-to-be-determined safety course provided by licensed instructors before a person could carry a concealed firearm.
Don Mastrianni, the owner of Illinois Gun Works in Elmwood Park, took CBS 2 Chief Correspondent Jay Levine through part of the training he expected would be required by the new law.
The final step was actually firing a Glock 9 mm handgun. It took Levine four shots to find the center if the target 60 feet away.
Mastrianni said he expects the required training for a concealed carry permit would take 5 to 10 hours to complete.
The NRA bill would cover the entire state, and says authorities “shall” – as opposed to “may” – issue permits to anyone qualified to own a gun and trained to use it.
Colleen Daley, executive director of the Illinois Coalition Against Handgun Violence, said gun control advocates are working on their own version of a concealed carry bill, which would be more restrictive.

This will be interesting to see..... The Nazi State of Illinois allowing for CCW’s, that would be good !
That’s the point of MAY issue, that and the political gain from issuing to favored constitants, friends, contributors, celebrites, etc. plus the opportunity for graft, corruption and monetary gain for those in control. The democrats as a group will always oppose “shall” issue and will compromise for “may” issue.
Watch the details. A training program can be used as a club against gunowners. My state was one of the fairly recent ones to allow CCW. I took the course and passed. The shooting part was not particularly easy, but not impossible.
However, a police officer noted that the course we had to take was more difficult than the one that he had to take each year to pass his proficiency test. I later asked my local state representative why our test was made more difficult than the one for police. He said, “Why not?”
Actually the best law here would be no law, which would completely legalize cc without *any* restrictions.

So it sounds like the best idea would be to block any law from passing. Because as soon as cc would become universal, a strong argument can be made that it cannot be easily undone.
Wait, a DEMOCRAT in IL is proposing concealed carry bill??
jeez, a smart Democrat in IL....(must be the only one!!)
There are some down-state Dems here in Illinois that aren’t too bad. The problem is the Dems in Chicago. Many of the Dem reps outside of Chicago are pro 2nd Amendment.
