In "District of Columbia v. Heller," the Supreme Court stated that the definition of "arms" includes "weapons that were not specifically designed for military use and were not employed in a military capacity." Bow and arrows not only were "military grade" weapons at the time the Constitution was written, but fit the court's later, broad interpretation of weapons that are not specifically designed for military use.
