thieves will often set off a target's alarm system several times over the course of a week or so before they actually breach the building. This causes law enforcement and any neighbors within ear shot to not respond with the typical sense of urgency during the actual break in as they have been conditioned to think it's just another annoying false alarm waking them up in the middle of the night. Smart thieves are usually watching from a hidden position in order to evaluate the response time of the LEOs too.

I think you have the right of it; indeed it could be serving all three purposes of: (1) conditioning the general population, (2) training for operations in the US, and (3) prepping for civil unrest/disorder/war.
Any one of these is cause to be disturbed.
