Japan has recognized a new class of citizenry. They exist here too in great abundance. After the Fascist-Progressives get all the money they can get from the middle class and the rich and wealthy and still find themselves wanting, this is the next target group.
They won't even have to tax them to fill their coffers. In just three years, Japan will reap 74 billion from them. But Japan has a labor shortage problem, and this could also be a way to solve that problem. It is also preferable to raising the minimum wage.
So who is this new social/political class? Japan calls them the "Comfortable Poor" and will be cutting their benefits by 6.5%. Japan can do this because of their homogenous society. Nobody will be crying racism when their benefits are cut.
Here in America, I'd say 98.5% of the welfare class are comfortably poor. Unless you are living under a bridge and never heard of food stamps, you are not having any problems scraping by. America's "comfortable poor" have 60" plasma TV's, generous free phone plans, and 3 years of work-free vacations. They are the very comfortable underclass.
But the time will come when that just can't go on, and the "comfortable poor" will have to face the government reaper. It will be a shock to the system when the realization hits that the government can take away what is given. But in order to do that there has to be a new euphemistic class designation - the "Comfortable Poor" to make it more palatable.
In no time there will be whole new social strata on the lower end of the economic scale. Federal agencies will be redefining the 'Comfortable Poor' from the 'Poor' from the 'Dirt Poor,' and it will be a race to try and scrape to the bottom of the barrel for the most benefits.
Progressives always fail the proletariat, but they never seem to realize it.

Yes as long as Baraq, Bernanke, and Lew can run up those trillion dollar deficits and pay the “comfortably poor” off, life is good.
Once the markets stop this charade, it won’t be so comfortable anymore, for all of us.
Of course they do, they just don't care. It's all about them wielding power and living like princes.
It is the proletariat that never seems to realize the failings of their masters.

Could be the case if the US means tests for Social Security.

You told me I needed this benefit.
You told me that I deserve this benefit.
You told me that I’m entitled to get this benefit.
If I’m entitled to get it, then I’m entitled to take it.
Give me what is rightfully mine!
