Sorry, I’m no longer a fan of the Bushes, but I really don’t see how you can put Jeb ahead of Kennedy. And, to top it off, Ted (”The Swimmer”) actually killed someone.
More precisely, Kennedy left someone to die, whom he could have saved. He dithered, temporized and thought about what was best for him rather than her...for some number of hours.
Jeb did this for some WEEKS.
