I find the comments criticizing the homeless for being dirty or smelly and those criticizing them for doing what they can to get clean in the only places they can access a tad contradictory.
I understand the frustration of those who have to deal with them, but exactly how is such a person supposed to keep himself clean? Very few private businesses will let them use their restrooms, for entirely understandable reasons.
NYC had plenty of shelters back then, where the homeless could get hot showers, food, a place to sleep, and even washing machines. Much of the homeless population, mainly those with psychological and/or addiction problems prefer living on the streets to going to the shelters. This is the population that took over GC.
Back before Guliani was elected, it was not uncommon to see a homeless person, mid day, in midtown, squatting between two parked cars taking a dump.
