I'm going to step out on a limb here and guess:
buses - union member teachers
vans - local teachers union leadership
planes - community organizers, think tank members, political activists, high ranking union administrators

“Our concern is that these reforms have further destabilized our communities,” said Jitu Brown, education organizer of Chicago’s Kenwood-Oakwood Community Organization. “It’s clear there’s a different set of rules for African-American and Latino children than for their white counterparts.”

Given the vast cultural chasm separating white from black/hispanic students, one would expect different rules IF one wanted students to achieve at anywhere near their potential.

Jitu just wants to keep more dependency slaves on the Democrap Plantation and votin’ Democrap.
