If only that was the way it worked. You describe the Cloward Piven strategy. Overburden the system until it collapses. However, what they predict will happen is that the once the system collapses, people will turn to their savior (aka, whoever promises to step in and take care of them)
The thinking is that when people realize that the ship is sinking, they are past the point of talking about ship design, they will simply vote for the man handing out life jackets.
