If he has a 4x4, he can turn right at any point on I-8. Off-Roaders do it all the time. Such is border security and ‘virtual fencing’.
Why bother? There are numerous tunnels right here in San Diego he can use.....they even have lights! Probably have rest stops with potties and a snack bar in them, too! (/s)
