The rate of current ammunition delivery to civilian agencies exceeds the peak consumption rate of the entire US military during the Iran and Afghan wars. Most of that ordinance is .40 caliber hollow-point, which is quite distinctive, and not particularly suited for most military activities.

If the ammunition is going outside the US, that much material should become visible in short order.
