The second one at the least, followed by another rocket(ICBM) test. Eventually they want to demonstrate that they have both the long-range rocket and a miniaturized nuke to be mounted on it. Ergo, a nuclear ICBM.

According to new report by Yonhap News, China urges other countries for calm response to NK test. The “calm response” has become a code phrase which essentially means that they will give it a pass and so should everybody else.
