I don't think the law has the resources to sit and wait out a holed up murderer. While they're waiting up on the mountain around Dorner's cabin the rest of the community goes to h*ll. Common sense.

Come out with your hands up or the police are gonna figure out a way to end it - always the way its been. And also common sense.
