It is as though they designed these to cause as much pain to the taxpayer as possible
Having worked in the civil service in the past, I can tell you that that is precisely what they are doing. Government agencies *always* implement cuts in a taxpayer-facing way in order to generate a public backlash and political pressure to restore their funding.
