Not if they levy a 1000% tax on powder, primers, bullets, and brass - and don't imagine that isn't something they wouldn't do.

I foresee a huge black market developing in ammunition. BLOAT! (if you can find any)

As noted during the last ammunition and supply shortage, primers would be quite a challenge to make as a do-it-yourself project.

Making primers without certain licenses would probably also be construed as being illegal. You did not suggest that, I know. But a “black market” would probably not find a domestic source of contemporary primers (my point). Supplies for flintlocks might be possible, though.
