"Niobrara County is a county located in the U.S. state of Wyoming. The population was 2,484 at the 2010 census, making it the state's least populous county."

I've been through there, but was going slow as I was searching for something.

Sounds like the County is sorta of the Wyoming of Wyoming.

It’s the poster child for “Sparse Population Syndrome.” (That’s not necessarily a bad thing.) Somewhere along that road is a sign that gave the population of a town as 3.

The Wyoming of counties is actually in Texas.

Loving County, Texas, population 82. There are more oil wells than people. A whole bunch more...

The county seat is the thriving metropolis of Mentone, population 19. And, yes, there is a courthouse (2 stories) and a courthouse square.
