Anyone who was forging a document and did stuff like not flatten the image, not pay attention to differing source material resolutions, shadings or patterns is either an amateur, in a big hurry, or simply knew it didn't really matter whether the job was any good or not.

Makes sense doesn't it? You're not going to shop around for talented, knowledgeable graphic artists to do something like this. It's kept within a tight group of people, one of whom knows how to use Photoshop (kinda).

The amateur makes it, the amateurs look at the final product and marvel at its perceived authenticity and run with it, fully knowing the press will never question it anyway.

Yep.
Although younger folks who have education but no experience sometimes amaze me with their lack of knowledge or ability to “figure it out”. Being able to analyze and figure it out takes more brains and/or experience. I don’t have much education but I have a lot of experience and self taught knowledge, and the ability to “find a better way” from necessity.
